For me, the answer is observation because inference means based on your knowledge, while observation means using your 5 senses. In this sentence, her eyes are red because she has sore eyes is an observation because first you have used your eyes to see, and it is not inference because you know she has sore eyes, if its inference, the sentence must be like:

Jenny's eyes are red so she MIGHT have sore eyes
