They seem to relish seeing regular people ponder, maintain control, and fear the consequences of not following unnecessary rules that were placed by them. They love seeing their fellow man struggle like laboratory rats in a maze, “let's see who gets to find the food first”, “I wonder what would happen if we do this”. The closest thing to this in real life is when you are dealing with the government agencies, where the one who is supposed to assist you just does not care, and they wouldn’t have any trouble making you go to this place or to that place for days.
Again, I would say that Hades is just suffering from a god complex, which means he has no empathy. Otherwise, he wouldn’t have given that condition.
