Joint resolutions require the approval of both houses of Congress and the President's signature and if approved, have the power and effect of a statute.

Concurrent resolutions are used for issues concerning the activities of both chambers of Congress and must be accepted by both houses in the same manner, but are not submitted for signature to the President and thus have no force and effect of a statute.

Simple resolutions deal entirely with issues within the privilege of one Congress chamber, are not forwarded to the President for his signature, and thus do not have the power and effect of a statute

Bills in the making are rules. When both houses and the President of the Philippines accept them, they pass them into law. The President can veto a bill, but by garnering a 2/3rd vote, the House of Representatives may override a presidential veto. If the President fails to act on a new law submitted by Congress, within 30 days of receipt, it will lapse into law.
