He is a tactician, and would do everything to win over his opponents. This means that even at the expense of his own people, at times.

Odin is known for his great power. He does not only possess magic that can out-power most magic there is, but he also has the physical strength that is unmatched by anyone in combat. As a ruler of Asgard, he known by a lot of namesakes, one of them is being the "king of all gods."

Odin's characteristic of wanting to obtain victory through whatever means reflect the human nature of wanting to get what they want, even if sometimes it means stepping on others or obtaining it through deceptive means. As other people would say, "the end justifies the mean."
