According to Stacey Ben, the iconic balcony scene initially allows the leading protagonists an opportunity to reflect separately on their meeting and their confusion about falling for an enemy.

Romeo finds himself beneath Juliet's balcony and before she enters he showers Juliet with kind observations about her physical beauty.

He does not praise her mind just her physical attributes but in his defense they have only spoken for a few minutes at the Capulet party.

During the balcony scene Romeo's hyperbolic monologue serves as a tool to not only show Romeo has forgotten Rosaline but also to prompt the audience to forget this folly as well.

Juliet appears on her balcony and Shakespeare weaves in some dramatic irony as the audience now observes Juliet's reflection without knowing that Romeo is listening to her. 

To conclude, the  balcony scene is a space for the audience to learn about the separate inner emotions if the lovers, to witness the intensity of their feelings for each other and to set the pace of their romance (and in turn impending doom).
